Financing strategy for achievement of the MDGs and implementation of the Tenth Five Year Plan.

This working paper presents an analysis of the strategy required to generate the required resources for investment in various services necessary to achieve the MDGs. The analysis attempts to quantify the fiscal space to finance the MDGs and identify the necessary fiscal reforms required to finance the MDGs in a sustainable manner. The next section outlines the analytical framework used to determine the potential for expanding fiscal space in an economy. Section 3 makes an assessment of overall financing requirements for achieving the MDGs and compares it with the Tenth Plan outlay. Section 4 explores the prospects of domestic revenue mobilisation. Section 5 analyses expenditure trends, its consistency with MDG costing requirements and explores the scope for creating fiscal space by improving efficiency and reprioritisation. Section 6 considers the role of ODA and examines the scope for borrowings (both external and domestic) and section 7 deals with the possibilities of enhancing fiscal space through private sources (FDI, households, public-private partnerships). The last section presents the concluding remarks.

Charge order suppression and antiferromagnetic to ferromagnetic switch over in Pr_0.5Ca_0.5MnO_3 nanowires

We have prepared crystalline nanowires (diameter ~ 50 nm, length ~ a few microns) of the charge ordering manganite Pr_0.5Ca_0.5Mn_O3 using a low reaction temperature hydrothermal method and characterized them using X-ray diffraction, transmission electron microscopy, SQUID magnetometry and electron magnetic resonance measurements. While the bulk sample shows a charge ordering transition at 245 K and an antiferromagnetic transition at 175 K, SQUID magnetometry and electron magnetic resonance experiments reveal that in the nanowires phase, a ferromagnetic transition occurs at ~ 105 K. Further, the antiferromagnetic transition disappears and the charge ordering transition is suppressed. This result is particularly significant since the charge order in Pr_0.5Ca_0.5MnO_3 is known to be very robust, magnetic fields as high as 27 T being needed to melt it.Comment: 12 pages including 4 figures. submitted to Applied Physics Letter

EDMS based workflow for Printing Industry

Information is an indispensable factor for any enterprise. It can be a record or a document generated for every transaction that is made for future reference, either in paper or in a digital format. Printing industry is one such industry in which managing information in various formats with latest workflows and technologies could be a nightmare or a challenge for any operator or a user when each process, from a last bit of information to a printed product, always depends on another process. Information has to be harmonized artistically in order to avoid production downtime or employees pointing fingers at each other. This paper analyses how the implementation of Electronic Document Management System (EDMS) could help the printing industry to access stored documents immediately within and across departments, irrespective of geographical boundaries. This paper initially outlines a brief history, the contemporary EDMS system and some illustrated examples alongside a study conducted by a Library as a pilot area for evaluating EDMS. The paper ends with an imitative proposal that maps several document managementbased activities for the implementation of EDMS for printing industry

Habitat Recovery in the Salish Sea, One Community at a Time: Community engagement for socio-ecological resilience of coastal restoration projects

Community engagement builds both social and ecological resilience of restoration projects. This is particularly true in coastal areas, which are complex both ecologically and socially. The Salish Sea Nearshore Habitat Recovery Program builds on 20 years of community building towards coastal ecosystem restoration on the south coast of British Columbia, Canada. Funding was obtained by a small non-profit organization for seagrass and marine riparian restoration, and marine debris removal to support forage fish and juvenile salmon habitat recovery. The engagement and involvement of a broad community including Indigenous groups, coastal residents, all levels of government, academics and industry has resulted in the equivalent of tens of thousands of dollars of additional support for restoration works within this program. The broader community is engaged in multiple steps of restoration including site selection, planning and implementation. Recognition of the value of traditional and local knowledge, an investment in bringing people together and ongoing communication have built collective enthusiasm and ownership over the project. Marrying restoration activities with cultural events is increasing ecological literacy and building the resilience of the work. Restoring or establishing connections between parties that do not otherwise work together is a fundamental step towards restoring ecosystems

An Experience at a Tertiary Level Hospital NRC in Management of Severe Acute Malnutrition in Children Aged between 6-59 Months Adopting World Health Organization Recommendations

Objectives: To study the outcome indicators of a nutritional rehabilitation center and to assess its performance.Design: Retrospective case study.Period: One year period from Jan 2014 to Dec 2014.Methods: Data of 254 children aged between 6-59 months with severe acute malnutrition admitted in nutritional rehabilitation center at department of pediatrics, Gandhi hospital, was analyzed retrospectively. Identification and treatment of severe acute malnutrition was done according to world health organization recommendations.Results: The recovery rate, death rate, defaulter rate, mean (SD) weight gain & mean (SD) duration of stay in the nutritional rehabilitation center were 51.42%, 3.54%, 28.57%, 8g/kg/day, 14.2 days respectively.Conclusions: Nutritional rehabilitation centers are effective in management of severe malnutrition and also in decreasing the case fatality rates

Raising the standards for water quality objectives in Burrard Inlet: interaction between public, ecological and cultural values through Indigenous-Provincial collaboration

Water Quality Objectives (WQOs) in British Columbia set limits within which various parameters should remain to enable sensitive uses of water bodies. The current WQOs for Burrard Inlet are more than 25 years old and do not reflect current science, all pollutants of concern or a complete understanding of uses and values, for example uses of particular importance to First Nations. As part of its work to implement the Burrard Inlet Action Plan, Tsleil-Waututh Nation is leading an initiative with the Province of BC to update the Burrard Inlet WQOs. One goal in doing so is to ensure that ecological and cultural uses are reflected to achieve stewardship responsibilities and obligations. Tsleil-Waututh Nation’s long-term vision includes restoring water quality in the inlet to enable uses such as shellfish harvesting, which has been closed since 1972 due to contamination. This is a major, multi-sector undertaking in a complex body of water. In this session we’ll share what we’re doing, how we’re doing it and what we’ve learned
